FARGO CASS PUBLIC HEALTH
BOARD OF HEALTH
NOON – 12:50 PM


Present:  Michelle Donarski, JD; Nicholas Dorsher, DDS; Dinah Goldenberg; Tim Mahoney, MD; Ken Pawluk; Richard Rohla, MD; and Mike Thorstad
Excused:  Kathryn Leclerc and Diane Moderow
Others Present:  Larry Anenson, Ruth Bachmeier, Myron Berglund, Desi Fleming, Doug Murphy, Melissa Perala, and Kim Vance


Michelle Donarski called the meeting to order.
1.      Approve Minutes January 21, 2011:  Dr. Rohla made a motion to approve the minutes, Dinah Goldenberg seconded, and motion passed.
2.      Reports:
•      Budget Report through February 2011: Melissa reviewed budget to date noting equipment purchase of polycom and hearing equipment. Hearing equipment was fully reimbursed through a grant. 
•      Health Officer’s Report:  Dr. Baird was in Washington, D.C. so no report was available.
3.      Legislative Review:  Ruth handed out copies and gave detailed report on HB 1004, HB 1353, HB 1457, and SB 2276.  Ken Pawluk invited everyone to the legislative review scheduled for Saturday morning. 
4.      Flood Planning:  Desi Fleming highlighted vulnerable population registry and shelter planning.  Doug Murphy said we are working with different agencies for picking shelters, working on transportation needs, and transportation assets.  Identifying and pre-staging for nursing homes and working on reverse 911 for new Americans in multiple languages was discussed.  Invited board to attend vulnerable populations and healthcare facilities meeting on Tuesdays at 11:00 am.  Hospitals looking at sister facilities in ND, MN, and SD primarily for evacuation.  Discussed sheltering in place and emergency sites staffed by Essentia and Sanford. 
Dr. Mahoney gave a report on how he felt Fargo is doing.  He felt that West Fargo was a good site for our evacuation shelters.  Talked about Tdap shots for adults if it is requested.  Have already had 12,000 to 15,000 volunteers this flood flight.
Ken Pawluk said the county is getting ready for 41 feet and the level of the water is entirely dependent on the weather.  Airboats are arriving next week.
Myron let Mike Thorstad know that Grant Larson handles West Fargo environmental health issues and Myron is in charge of the county issues.
Ruth said the Dr. Baird, Myron or herself will attend the county EOC (Emergency Operations Center) meetings when they begin. 
5.      Next meeting: Scheduled for May 20 and budget meeting is scheduled for June 28th.
